In that TV show the zombies walking around are by far the lesser threat compared to other humans and it's not even close. The greatest threat of all... Well, considering that 50 people could just be one extended family, it would be relatively easy to maintain without a true government. You could have population numbering in the hundreds without the need for a true government (particularly if it was just a grouping of a few large families). Then, depending on what the government does, it could consist of either one person or over half the population. In general, government tends to facilitate cooperative efforts. If you're trying to collectively build something, for instance, it helps to have somebody in charge. However, if you're a predominantly agrarian society, there won't always be a lot of need for government. Monopoman posted...
