Well, if he was in the back seat with the physical divider between him and the cop, the cop would have a harder time claiming he "feared for his life" and was thus morally obligated to shoot him.
You're thinking about this through the lens of normal logical and rational thought. You need to look at things from the point of view of the cop.

Potentially (though human bites generally aren't lethal enough to jump straight to using lethal force to prevent them), but the passenger in question really shouldn't be in a position where biting the cop is an option.

There's no way to really defend this. Buckled up and cuffed behind his back. Even if he's trying to bite the officer, the officer should've been easily able to exit out his door and have the guy locked in there.

Shrug, I consider killing someone more humane then sending them to prison personally. I don't put my own personal opinions on others though. Doesn't change how I feel.

At the time I read the article, he was only placed on administrative leave. They didn't even name the officer or the victim.

It's since been updated to include both:

Prince George's County Police Chief Hank Stawinski said during a news conference that he asked his special investigations response team to file multiple charges, including a second-degree murder count, against Cpl. Michael Owen, Jr., a 10-year veteran of the force.

Owen was also charged with voluntary and involuntary manslaughter, first-degree assault and use of a firearm in the commission of a crime of violence, according to a news release. He was arrested on Tuesday, department spokeswoman Jennifer Donelan said. The victim was identified as William Howard Green, 43, of Washington, D.C.

Honestly prison should be rehabilitation instead of torture.

Always putting civilians in the backseat, behind the safety divider would be a good fucking place to start. Regardless of why they're in the vehicle. Criminals or someone just being given a ride to the nearest gas station. They should all be in the back and separated from the officer.

Putting a detainee, especially someone that you suspect to be under the influence of something like PCP, is just asking for trouble. But maybe that was this officer's goal?

We'll have to see if he's actually convicted, and what kind of sentence he gets.
Plenty of criminal shootings by cops seem (and should be) slam dunk cases, only to mysteriously fail to convict.

I do think it's getting slowly better though. This dude might actually get convicted. 5 years ago, I'd find it more likely he wouldn't be.
