I've always considered it to be Doctor Octopus but I think the right answer is probably Green Goblin.
My favorite is Venom though and fairly easily at that. I don't much care for the more iconic Spidey villains. Especially not the job squad of Rhino Vulture and The Shocker. --- No problem! This is a cute and pop genocide of love! ... Copied to Clipboard!

Doc Ock is just a dude who's there a lot with a memorable design. I can't actually remember story arcs he's mattered in. That's merely because I haven't read them, I'm sure, but you can just osmosis the Green Goblin arcs without even having directly read them. --- No problem! It looks like everyone agrees on the top 3.
Venom is definitely the one I most associated with being SM's 'rival,' thanks to the 90s cartoon or something. Something about the "anti-Spider-Man" factor. Doc Ock is the one I remember watching Spidey struggling against, over and over. Dude was so powerful. Definitely wouldn't have expected GG to be the consensus #1 before making this topic (didn't know that he was responsible for Gwen Stacy, for one thing). I thought his being the villain in the 2002 movie was similar to picking Scarecrow for Batman Begins. --- yet all sailors of all sorts are more or less capricious and unreliable - they live in the varying outer weather, and they inhale its fickleness ... Juggernaut's a tough one because he doesn't have as much built-up history with the X-Men so much as specifically with Xavier. He definitely could fit in the top handful.

Venom is usually the first to come to mind for me, but I know it's Green Goblin.

Apparently he's not remotely important to spiderman outside of the 90s cartoon though. (Personal favourite was Doc Oc, but I never expect the "iconic rival" to be the same as my personal favourite villain, so that's a pretty good case against Doc Oc). --- Cats land on their feet. Even though green goblin is the main villain of Spider-Man, I kinda have a soft spot for venom. Especially the 90s cartoon, the design alone was amazing. I'm glad venom is getting his own film but I wish he would not be an anti hero. "We are poison to you Spider-Man"
