Mexico might be willing to chip in for it in exchange for some profits from the eventual taxes and fares, but it is still not exactly a cheap project. That said I could be persuaded to support a canal over a wall because at least a canal would have uses. Also not an expert on the subject, but could a canal used for shipping also be outfitted with some kind of hydropower equipment for a dual purpose undertaking? --- I am awesome and so are you.
