If the idea is true that he couldn't receive funding by US banks due to him and his companies being risky investments, there's no doubt in my mind he received funding from foreign sources and funneled them into the country through "layering" tactics and shell companies. Same reason why Kushner is now being investigated by the Maryland AG over his real estate issues.
