Yeah I agree - although you can't really see like, detailed feathers or down on most pokemon, most bird pokemon have either a shape or color that at least suggests the appearance of feathers (Yveltal does, for instance), and Lugia doesn't. Except on his wing-hands, which... I don't even know. I honestly always thought they were fingers.

I don't think it's a wyvern just because it doesn't have the flaps but it's more conceivable than a dragon at least. A good a guess as any.

If the Pokémon world had established Dragon type more broadly I could see it being considered a dragon. In Breath of Fire IV and Monster Hunter we see "dragon" as a broader classification that Lugia could definitely fit under. But in Pokémon the dragons all generally stick to those "typical" dragon features. Lugia is a bird.

I'm serious, look it up They all have long necks, and a long neck is frequently a predictor of being a dragon type (though there are exceptions - most are from the first three gens) Lugia is one of these exceptions The dragon type actually is pretty broad in Pokemon - it even includes an actual bird (Altaria), as well as shit like Exeggutor-A (long neck theory!) ...
