It probably is his limit. It's not a matter of "keeping at it". If that were true, Bolt would breaking his records all the time. OP has probably reached his limit, so no matter how much he keeps at it, he's probably not going to break the 55:00 mark. Progress is just slower because your body is getting used to your routine. You need to start mixing up and perhaps use some other methods like weight lifting to increase your leg muscles without losing lung capacity.
