I can see Togami doing a half-assed job of framing Syo and thinking "Ah, those idiots will never know the difference." It's stupid, but in an overwhelmingly arrogant way.
I suppose I can see him finding a body and jumping to the conclusion Syo did it, though I'm not entirely comfortable with that one, since everybody in the crowd has the potential to be a murderer. In fact, we just had a murder which had nothing to do with Syo. You'd think he'd want something more than a hunch, but again, he's awfully arrogant and perhaps not all that smart. Maybe he never considered that his hunch could be wrong.
I can't see him framing the scene to try to force Syo into the open. It would seem to do the reverse. Admitting you're a serial killer is never going to make you popular, but doing it when there's a dead body with your MO would be near suicide.
I'm stuck for why he'd go into the girl's workout room. Unless it had something to do with bicycle seats and his dark secret....
Perhaps Syo told him she was going to kill, just to mess with his head, and happened to do it the night there really was a murder?
...You mean... like he just tried to do...? And Syo and Naegi JUST proved him wrong about...?

It's me, but careful not to mistake me for a Sherrinford without a g over at SA because he exists and is definitely not me. Or the one at the Holmesian forums. There's a Sherringford who is not me there either.
USELESS MYSTERY TRIVIA TIME:
Before Conan Doyle settled on Sherlock Holmes, he was torn between two names for his detective. Sherrinford Holmes and Sherrington Hope. Eventually, when he mentioned Sherrinford Holmes again in a preface to one of his books, he spelled it as "Sherringford" instead of "Sherrinford."
In other words Sherrinford/Sherringford is the username mystery hipsters around the internet use. That includes but is not limited to me.
I presume he was hanging out reading because he's a Super High-School Level Coolkid and fears nothing, he heard the commotion from Mondo moving stuff around/throwing a dumbell and -leisurely- took his time in getting there.
Of course, it could be something entirely different, but that's my guess. He was thinking Syo would strike that night trying to protect her secret.
I don't think leisurely is the right word. He just considers this a game, and the rules stated that a player can kill up to two people. He was probably reading, heard **** happening, then waited for it all to get quiet before checking in. When he saw that it wasn't Syo's handiwork, he decided that he had to bring her secret to light, so that's when he set her up.

Jeez, it is going to blow getting these updates once every couple of days after reading through everything all at once. I picked a decent time to start reading though, immediately after chapter two ended.
