Both look fake. The first one is the most obvious with dark roots and eyebrows. The second one looks more natural but I'm still doubtful because her eyebrows are still really dark.

I use the eyebrows to tell a lot. But sometimes, they are dark when the hair is a little lighter

#2 clearly used eyebrow makeup, which makes sense given that natural blonds don't usually have pronounced eyebrows.
