While I think that's a decent rule of thumb I don't feel that's actually causative, merely correlated. I've seen a bunch of smaller games with varying degrees of toxicity. I think what actually causes it is competition and stakes; especially between players. Like in a vs. shooter you've got your ranking on the line so if you've got someone on your team who isn't pulling their weight for whatever reason you risk losing hours of work. Even if it's co-op you'll get people upset that the raid wiped for three hours because the druid wasn't healing well or a DPS stood in the fire causing people to lose their temper. Smaller, indie, games are usually less competitive and have lower stakes meaning less toxicity; but if you were to find a game with one of those two you'd likely find the toxicity shoot right back up. I think MH has one of the most toxic online communities most stemming from it being too easy to get carried so you have players that didn't even really mean to end up in g rank stuff triple carting and causing less patient people to get super elitist about gear resulting in a lot of people getting kicked from groups. The boards here on gamefaqs were hilariously toxic back in the MH freedom days to the point where it went full circle and was kinda awesome for how funny it was.
