I've often heard places that have it basically never actually give people time off (probably has more hoops to go through to get approved), or it's a way for them to not pay off your "unused" hours when you quit, since there is no real measure of unused hours. So if the volume at this job is higher I may actually not dick around on here for half the day while doing four peoples' work. I hate micromanagement. If I'm hitting all the metrics you want me to hit and I'm helping other people why do you care what I'm doing? My issue is that I feel I'm not being compensated properly and I'm being undervalued for the work I'm doing so I'm not eager to go back.
