I think he is better then the joker outright. Next Penguin when done right. Sometimes they make him a guy setting right on the edge of the law. That is pretty cool. Two-Face pretty reliably shows up in some of my favorite Batman stories as the most intriguing part of them. One of the reasons I dislike the Nolan movies more than most people is that they give Harvey about five minutes of screen time as Two-Face before immediately killing him.
