retro and valve are the only devs off the top of my head with a perfect or near perfect record, team ICO too but it's hard to put a developer in the discussion when they've only made two games, not enough of a sample size and for the time they've been around the sample should be larger...
Bioware (yes, I know everyone loathes them now, but they still haven't released a game I didn't like, so they make this list as far as I'm concerned).
Introversion (not many releases, but Uplink, Darwinia/Multiwinia and DEFCON are all good. Subversion looks great if they can ever finish it)
I would say Telltale, but apparently the Jurassic Park one is rather iffy, and they've just released Law & Order which is their first license I genuinely don't care about in the slightest, so they might be slipping. And again, loads of people seem to hate them already.

WoW was a great MMORPG, but its expansions? Hardly "great expansions". I'd also argue that the frozen throne in 2003 wasn't a great expansion for wc3 either.

Valve, obviously. Although, Portal 2 isn't their best work so who knows if they're slipping or not.
Rocksteady's got a good start. Only three games (two Batman games and some FPS game that got a bunch of 7s and 8s) so far, but if they continue to make games like Batman, they should continue to be great.
Blizzard pre-WoW would be on the list. Not so much anymore.
If you were blind to the world, you could put Nintendo on this list. They have a **** ton of awesome games, but a lot of crap filler in between. Link's Crossbow Training, Nintendogs, Wii Party, Wii Music, etc.

the hilarious thing about nintendo is that if you ignore galaxies all of their good games since 2002 are from retro and monolith, they should have tried to buy clover or something lol
To everyone hating on Blizzard: WoW is among the best in its genre easily. Just because you hate the genre doesn't make it a bad game.
WoW is the best in the genre because the genre right now isn't "lets innovate". Its "lets try to just take as much from the wow community as possible". In business if you aren't goliath, you're david. Might as well try to think outside the box to try and topple goliath instead of trying to beat goliath at its own game.
WoW is like facebook. Its only "the best around" because everyone is on it. If everyone for some reason moved to another big MMO, it would be considered the best around.
With that said, WoW has gotten worse each expansion. Blizzard knows that people have invested so much time (and money) into their characters, that you aren't gonna see them leave to be a newbie again in another MMO.
To me, the best part of WoW was getting to the max level. To most WoW players? They constantly spit out the phrase "the game doesn't begin until (insert whatever the max level is at the moment)". Maybe they just say it because they want to believe it, but thats what they say. WoW, when it was relatively fresh from beta to burning crusade, was a great game. Its horribly dated now.
I'd also argue that SC2 is approaching "bad game" status due to a garbage single player story (SC1's story is as good as the best RPG stories of all time), and the fact that bnet 2.0 is an absolute pile of ****.
Hell, blizzard since WoW has been the epitome of whats wrong with gaming, and with almost none of whats currently great about gaming.

Grubby's talked about War 3 prior to TFT, and it doesn't sound very good. Mass kodo Orc mirrors, mass ancient of wars as a viable NE strategy, all kinds of whacky junk. Human could call militia at any expo so people would expand into their opponents base and call militia for a really dumb early game rush, I've seen a couple team game videos like that. I wasn't playing back then but it sounds like what we have now is better than what we had then. Really the only bad thing about current WC3 is some of the matchups suck. UD is an underpowered race, and Orc vs Human is just dumb.

Nintendo. Whether or not their hardware is any good aside, their games have always been consistently good. Passsable at absolute worst, amazing at best.

I don't think Nintendo should be discounted just because they put out a lot of games that we consider bad since they are aimed at casuals. They still make more good games than any other company. Since the wii has came out we have gotten SMG1+2, Brawl, MP3, TP, Skyward Sword, 2 Kirby games, DKCR, and NSMBWii. They also have everything they have released on the DS including one of the best Mario Karts, some great Mario/Zelda games, and all the Pokemon games. Really what other company has an even remotely comparable list of games released since this gen has started?
