Compression wouldn't cause this at all. It's totally the video frame rate matching a specific rate of rotation of the object. A wheel with thirty-two spokes would be a lot easier to capture stroboscopic footage of than a helicopter with five propeller blades. You just need the frame rate to match a multiple of 1/32 the rotational speed of the wheel compared to a multiple of 1/5 the helicopter blades. There are many more opportunities to match the wheel compared to the helicopter. Even if you don't match the rotational speed, the video can still appear to show a very slowly moving rotating object if you get close to the ideal amount. The the wheel wasn't completely stationary as it progressed a couple inches every few seconds, so they weren't entirely synchronized to one of those multiples of the wheel.

Here's a related video on the stroboscopic effect:

I was looking for that video after seeing this thread, but I couldn't remember who had done it.

Technically I've never gotten a speeding ticket. I was pulled over once but he knocked it down to failure to obey traffic signs or something along those lines, basically a fine with no points. This was close to two decades ago and it was pretty easy to appeal tickets at that time because cops hated showing up for traffic court and it was essentially an instant win if the cop didn't show.

A unified healthcare system would help reduce instances of this. I don't mean some sort of Medicare for all system, just a system where medical records from another facility are easily accessible by new doctors at a different facility. The new doctors could look and see what sort of claims have been made to previous doctors and see what sort of procedures have already been done. They just have to look up the patient in the unified system and can see their entire history. Seeing their full history would make these sort of cases easier to spot, often before the parent is able to cause permanent harm to the child.

I think they can already. Some people have a chip in them. There are still problems with them. But they do exist. And one of the things you can look up is medical history...

Yeah, but currently it is all up to the patient (or guardian in this case) so in cases where they are intentionally trying to deceive doctors they can just withhold information.

The problem is, who would hold that data? A lot of people wouldn't trust the government to have that kind of data, and I would imagine that even fewer people would trust a private company.

Because if everything in Disneyland was "real", it would be an entirely different scenario than if it's just a shitty park filled with annoying assholes.

If everything in Disneyland was "real" the Pirates of the Caribbean and the ghosts from the Haunted Mansion would team up and kill the shit out of everything else. Harold from the Matterhorn can come along too.
