I don't know anything about the movie industry but I imagine in most cases the director obviously doesn't go back and model the cgi or build most of the puppets and stuff but they do decide the vision for it based on the budget and sometimes regardless. That would directly affect the looks, quality and style of any effects going on no matter who does that work.

Could be. Naturally there was going to be a drop off after endgame and trying to build a new arc with what is left.

My take on it based on how I feel is that there isn't really any clear direction we're going in to keep me interested in everything. So far everything has been an epilogue to endgame. There's nothing really to tie anything together anymore and that puts all the new stuff like this out on its own to flounder kind of the way DC did.
