Doing a reskin of characters costs less money than adding a new model, which they would have to for Napoleon. The reason Catherine (France) is in the game is because they wanted to switch up the usual leaders but still have a lot of women in the game. A lot of countries don't simply have famous or well known women so a lot of them are basically footnotes in history. Depends on the branch. The Army and especially the Marines tend to like him, but he's not popular among the Navy and especially the Air Force. Also, officers tend to dislike him more than the enlisted ranks, no matter the branch. Interesting. That said, historians give a lot of leeway to evidence for historical figures since there simply isn't a lot of surviving evidence. Instead he let them keep a bunch of power and they eventually were able to destroy Reconstruction. Without Johnson it is very likely a lot of the race tensions plaguing America would be gone.
