Fire Flower shoots projectiles...and thats it

Cape Feather
- deflects or deletes projectiles
- defeats enemies the Fire Flower cannot
- can be used rapidly to basically create a offensive shield in front you while moving
- can fly over entire sections and levels
- can slowly float down, making jumps easier
- can cancel out damage if you spin at the right time
- used to reach multiple secret exits
- extremely common item to get, almost as much as a mushroom

Game balance was just different in those days. The fire flower is a linear upgrade from the super mushroom. If anything, the cape is more balanced than typical simply because there might be circumstances where you would want the flower instead.

Of course, SMB3 throws a wrench into this by having a number of power ups that are more situational.

IMO this is why SMB 3 is still the better game between the two, and it's how I like them to handle power ups in modern Mario games.

Someone told me Wonder is basically its own thing though, so I haven't tried it yet.

Looking strictly from a perspective of balance, Fire Flower seems poorly scaled because of the iconic existence of the mushroom. Factor that out (or theoretically replace mushrooms with flowers) and it scales much more reasonably.

That might seem like sacrilege but I wouldn't miss the mushroom personally.

Hm, it's been a long time since I've played.

There's one in the Valley of Bowser.
There might have been one in Vanilla Dome, but I don't remember.

Two full ice levels (Donut Secret 2 and Awesome), and a few hidden areas via pipes (Vanilla Dome 2, Vanilla Dome 3, Valley of Bowser 4), but that's all of the ice areas in the game. None of these are mandatory and the hidden areas are pretty short.

Largely level design problems, IMO. Levels with obstacles in the air, tight spaces, or water portions shifted balance in favor of the Fireflower. There's plenty of vanilla style romhacks that make the cape less broken just because the levels are designed differently.
I think Nintendo just wanted to make SMW easier than SMB3. Just understanding the spin jump makes Mario feel more powerful than anything in SMB3.
