There's always the classical music approach, of playing said music on blast outside the stores. It's more cost-effective to actually build a new plant with carbon capture in mind than to retrofit an existing one, which doesn't result in less emissions-- it results in less of an increase in emissions. It was suspected that leaded gas was dangerous in the same year it made its debut, but there was a concerted effort by gas companies and some people within the government to mislead people and convince them everything was okay. Leaded gas was going to be banned, but it was walked back to "needs investigation".
