It's kind of complicated to explain but basically the perceived notion is that generally there's a certain 'flow' that high level Street Fighter matches go. For example: * Neutral should be the "walk back and forth, sometimes throw fireballs to bait jump, throw out normals to bait reaction, anti-air any jumps" * Offense should lead into safe pressure on block, optimal damage on combos on hit, and mixups should generally be easy to lab low/overhead/throw/crossup stuff. * Defense should generally be lowblocking and reacting to jumps or throws. Maybe DP or jab after you get knocked down to occasionally surprise opponent. Very overly generalized of course but that's like the super gist of it. This Ryu guy just does really 'random' things that would throw off people who expects the flow of the match to be like the above. Great players can adapt and 'turn off their brain' to force the randomness out of these players and punish them for it. That's the other issue, DLC that skirts the line of being linked to unfavorable RNG results or even legality issues, with EA being one of the most common answers used by many. There's also the thing with fighting games recently where there's a "fighter pass" DLC equivalent announced before/during the game launch. Usually 4-6 DLC characters per year. While Smash Ultimate generally did it best since it had 70+ characters at launch..
