Depends what you mean by skinny. Lean with no muscle mass, no. Lean with at least average muscle mass, sure. Not as much as someone with a developed physique though.

Jesus. Why am I not surprised at this amount of pushback from making a quick suggestion. Getting down to 15-16% body fat so abs are visible is a reasonable, attainable, and perfectly healthy goal to shoot for. React to that suggestion with disdain and you're just giving up before you try.
