This is such a fucking stupid metric that is mostly used by console kiddies that don't know what the fuck they are talking about. If you are trashing consoles for this as a "PC gamer" you aren't actually a pc gamer or else you would actually have fiddled with graphical settings on your own and tried to reach the best performance to fps ratio at some point and realized that 30 vs 60 doesn't fucking matter for a lot of games.

All this means is this that they are targeting 30 fps as the fps they want to meet for a SINGLE PLAYER console game. There isn't anything wrong with that.

Its a multiplayer game. Theyre capping it at 30 fps and their excuse was how taxing it is to run the game with fully untethered co-op.

Realistically, it isnt unfair to question why they couldnt make a performance mode by restricting the game to single player, removing raytracing, and dropping the game to under 4k.

I personally wouldnt play like that, but the option should be there for those that truly care for 60 fps.

Not ideal but that doesnt bother me much anyway. Hopefully we get 40fps and 60 fps down the line. Even if it means its only there for single player.
