More than a year into the Covid crisis, most people have a clearer picture of what it means to be financially secure. When asked how much money they need to have saved to consider themselves financially healthy, Americans put the number at $516,433, on average, according to a new report by financial services company Personal Capital. About 20% said they would need more than $1,000,000. Although responses varied widely, most said having $500,000 in the bank would be enough to cover bills and expenses, as well as future needs, including some retirement savings, without worry, the report found. For the average working American, $500,000 would be plenty of money, said certified financial planner Dave Totah, a senior wealth advisor at Exencial Wealth Advisors in Frisco, Texas. Generally, personal finance experts recommend having three months to six months or even longer of living expenses on hand in case of an emergency. For retirement, there are a few simple rules of thumb, such as saving 10 times your income by retirement age. For many, the pandemic has been a financial wake-up call thats prompted them to rethink how they plan for their futures.

Still, most people struggle to save enough for a comfortable cash cushion. Before the pandemic, a Federal Reserve report found that 40% of Americans would have difficulty paying for an unexpected $400 expense. A survey released by Bankrate.com in January indicates that those cash reserves still fall short for many people, with only 39% of people able to pay for a $1,000 emergency expense out of savings. Just 19% of Americans have enough to cover three to five months and 25% have enough to cover six months or more, Bankrate also found. Only 17% of adults said they have more emergency savings now than they did pre-pandemic. And still, more than half of Americans, or 51%, have less than three months stashed in an emergency fund.

At least 10 people were stabbed on a train in Tokyo Friday by a creep who told cops he became enraged when he saw women who looked happy and wanted to kill them. The Tokyo Fire Department said a 36-year-old man went on a spree on an Odakyu Line train at around 8:30 p.m., according to NHK, Japans public news organization. The suspect then fled from the train car, leaving behind what is believed to be his cell phone and the weapon. The alleged attacker was covered in blood when he later turned himself in at a convenience store a few miles away, telling the store manager he was the man on the news and was tired of running away, according to the fire department. I began feeling like I wanted to kill women who looked happy about six years ago. Anyone was fine, I just wanted to kill a lot of people, The Sankei newspaper said the suspect told police, according to Reuters.

The attacks were not fatal, however one female university student in her 20s was in serious condition, authorities said. A worker in his 20s who was on the train during the attack told NHK he knew something was wrong when people suddenly began running toward him, screaming in fear. He told the network that passengers fled from car to car on the crowded train, and he found himself beside a person bleeding. One woman told the network that in the confusion, many passengers had to learn what had happened through social media. Passengers were later escorted off the train to a nearby station, NHK reported.

Germanys modern pentathlon coach Kim Raisner will not be part of Saturdays mens individual competition at the Tokyo Olympics after she hit a horse with her fist and urged rider Annika Schleu to really hit the horse when it refused to jump. The Modern Pentathlon federation (UIPM) said Raisner had been disqualified because of her actions during Fridays show jumping. Germanys Olympic team chief Alfons Hoermann said earlier the coach had been pulled out of the mens individual competition. He also demanded urgent rule changes from the international federation. We were all in agreement that the coach will not be at the competition on Saturday, Hoermann said. We also consider that an urgent review of the incident is necessary, especially in terms of animal protection, and that the national and international federations draw their conclusions. Modern pentathletes, who compete in five different sports for a medal, do not use their own horses for the show jumping discipline but instead draw one at random and are given 20 minutes to warm up with it before competing. Schleu was holding down top spot with a commanding 24 second edge on the field going into the show jumping when each competitor randomly draws a horse.

There were signs of trouble ahead as Schleus horse Saint Boy bucked and misbehaved during the warmup and soon after was refusing jumps. With each refusal Schleus frustration grew, the German finally exploding with a scream that echoed through the empty stadium as tears poured down her face. Her coach urged her to hit the horse. Raisners orders to really hit it, hit, were heard live back in Germany, triggering a wave of criticism. Raisner herself punched the horse once above the back leg. As Schleu became more desperate and frustrated, the horse became more agitated. Top ranked Michelle Gulyas and Irelands Natalya Coyle suffered similar fates with their horses as they saw their own podium hopes crushed, dropping out of the top 10 and out of contention. Rules must change in such a way so that rider and horse are protected, Hoermann said. The focus must be on the welfare of the animals and the fair competition for athletes.

More than 11 million Americans continue to report being behind on their rent. How much renters owe varies greatly from one state and county to the next, according to data provided to CNBC by Surgo Ventures, a nonprofit organization focusing on health and data. Across the country, the average renter household in arrears owes $3,700. The typical debt in Alabama is $2,700. In California, meanwhile, its closer to $5,300. In some areas, renters face an even larger debt. In San Mateo County, California, the typical renter whos behind is $8,700 in the hole. Struggling renters in Bergen County, New Jersey, owe an average of $6,400. A study earlier this year by New York University found that thousands of renters in New York City have debts over $10,000.

The differences in need across the country is important to consider, said Aaron Dibner-Dunlap, senior research scientist at Surgo Ventures. If you live in a county with a high cost of living, such as many in California and New York, officials need to ensure there are enough public funds to cover the estimated debt, he said. The share of U.S. renters who are behind around 16% hasnt changed much since March. Thats in large part because of how slow states and cities have been in distributing the $46 billion in federal rental assistance allocated by Congress. By the end of June, just $3 billion had reached people.

Texas school districts will not be required to conduct contact tracing this year if a student contracts COVID-19, according to new guidelines issued by the Texas Education Agency this week. The agency said districts should notify parents if the district learns of a student who has been a close contact to someone with the virus. But with the relaxation of contact tracing, broad notifications will not be mandatory. The TEA announced its rules in a public health guidance issued Thursday. While districts must report positive cases to the local health department and the state, the TEA said contact tracing will not be required because of the data from 2020-21 showing very low COVID-19 transmission rates in a classroom setting and data demonstrating lower transmission rates among children than adults.

The new guidance allows for remote learning for up to 20 days for students who are sick with COVID-19 or have been exposed to it. If more time is needed, schools can apply for a waiver. Longer-term remote learning has largely been defunded after it was initially offered at the start of the pandemic, and a new bill that would have funded the option died in the state House this summer. Texas schools vary in when they return to the classroom, with many starting in days or having already begun. Many hoped for a safer and easier return to school after COVID-19 hospitalizations and infections declined in the state. But with the emergence of the delta variant, cases and hospitalizations including of children are once again surging upward, especially among unvaccinated populations, alarming some public health experts, parents and teachers. exas State Teachers Association President Ovidia Molina said in a statement that the new guidance fails to relieve the anxiety and fears that many face going back to school in light of the inability for districts to mandate masks. The approach outlined in TEAs new guidance fails to holistically address COVID-19 outbreaks at a campus level, Molina said in a statement. Even with the reporting requirements for positive Covid-19 cases, the new guidance comes up woefully short to help districts keep campuses, students and employees safe.

CNN has fired three employees who violated company policy by coming to work unvaccinated against the COVID-19 virus. CNN chief Jeff Zucker told staff members of the firing in a memo sent Thursday that reminded them that vaccines were mandatory if they report to the office or out in the field where they come into contact with other employees. "Let me be clear we have a zero tolerance policy on this," wrote Zucker, chairman of news and sports for WarnerMedia. The memo was obtained by The Associated Press after its contents were first tweeted by CNN media reporter Oliver Darcy. CNN offered no details on the firings, or where the employees were based. Most of CNN's offices are already open on a voluntary basis, and Zucker said more than a third of news staff members have returned. Proof of vaccination has been left to the honor system, he said, but that may change in coming weeks.

The CNN leader said that masks will be required in Atlanta, Washington and Los Angeles offices when people aren't eating, drinking or in an enclosed private space. Even in offices where mask-wearing is not mandated, people should do what feels comfortable to them "without any fear of retaliation or judgment from co-workers," he said.

United Airlines will require its 67,000 U.S. employees to get vaccinated against Covid by Oct. 25 or risk termination, a first for major U.S. carriers that will likely ramp up pressure on rivals. Airlines including United have so far resisted vaccine mandates for all workers, instead offering incentives like extra pay or time off to get inoculated. Delta Air Lines in May started requiring newly hired employees to show proof of vaccination. United followed suit in June. Uniteds requirement is one of the strictest vaccine mandates from a U.S. company and one that includes employees who interact regularly with customers like flight attendants and gate agents.

We know some of you will disagree with this decision to require the vaccine for all United employees, United CEO Scott Kirby and President Brett Hart said Friday in an employee note. But, we have no greater responsibility to you and your colleagues than to ensure your safety when youre at work, and the facts are crystal clear: everyone is safer when everyone is vaccinated. United Airlines employees must upload proof that they received two doses of Pfizer or Moderna vaccines or one dose of Johnson & Johnsons single dose five weeks after federal officials give full approval to them or by Oct. 25, whichever is first, the executives said. Exceptions will be made for certain health issues or religious reasons, United said.

The sumo wrestler statue that some riders believed had scared their horses during the individual showjumping qualifying has been removed ahead of the team equestrian events at the Tokyo Olympics. Both the cherry trees and sumo wrestler were swapped out prior to the start of the team competition on Friday. According to the Associated Press, this decision was made pre-tournament by designer Santiago Varela, but the removal will come as some relief to both riders and their horses. Earlier in the week in the individual showjumping heats, the statue at fence No. 10 messed up a few jumpers' hopes of making the final on Wednesday. Housed in the corner of the arena, a sumo tower and rikishi made up one of the Japan-themed fences.

The Associated Press delved into the subject and found the sumo wrestler had caught the eye of a number of riders. Great Britain's Harry Charles said he "did notice four or five horses taking a spook" at the statue. He added: "As you come around, you see a big guy's [butt]." Ireland's Cian O'Connor said: "There's a lot to look at". Israel's Teddy Vlock said: "It is very realistic. It does look like a person -- and that's a little spooky. You know, horses don't want to see a guy, like, looking intense next to a jump, looking like he's ready to fight you." Riders also spoke of the now-removed cherry blossoms positioned on the other side of the obstacle as another potential reason for the difficulties some riders and horses had found at that corner of the course as they hit rock bottom. But the Japan-themed course has been changed ahead of the team event with new fences installed depicting Himeji Castle, the Shinkansen high speed train, calligraphy, a Samurai, Shibuya crossing and the farmhouses of Shirakawa.

Theres still a large group of people who are anti-vaxxers or just dont listen to the facts. Its a real shame, she said in her September cover interview. Ive just lost a few people in my weekly routine who have refused or did not disclose [whether or not they had been vaccinated], and it was unfortunate. The Golden Globe winner said at the time that its a moral and professional obligation to inform people of the benefits of the vaccine but acknowledged people have their own beliefs. Its tricky because everyone is entitled to their own opinion but a lot of opinions dont feel based in anything except fear or propaganda, she said.

A highly venomous cobra is on the loose in Grand Prairie, Texas, after it went missing from a home on Tuesday. A West African banded cobra was reported missing by its owner on Tuesday as the owner, a venomous snake apprehension professional and animal services searched for the snake inside and outside the home all Tuesday night with no luck, the police said in a press release. The owner was permitted to have the snake by the State of Texas Parks and Wildlife Department. The Grand Prairie Police Department and Fire Department have been in touch with hospitals in the area so they can prepare to treat a bite from the snake if an incident occurs. A bite from the West African Banded Cobra could be lethal to humans, and the snake is aggressive. "I did make a mistake and I feel very sorry for the community," the owner, who asked not to be named, told NBC 5, Fort Worth Star-Telegram reported. The owner was feeding the snake a rat when he left to get more food for the other animals he owns. I left to go get food for my other animals down the street and I came back, and the cage door was open by an inch," he said. "She must have found a way to open it up." He believes the snake is either dead inside the walls of his home or died outside in the heat. The police are talking to the State of Texas Parks and Wildlife Department regarding the policy to allow individuals in residential neighborhoods to have such venomous snakes. The police are telling residents not to approach the snake if they find it and to call 911 immediately.

Ocean City Beach Patrol now confirms that it was indeed a shark that bit a Pennsylvania girl on vacation with her family this week. Twelve-year-old Jordan Prushinski is recovering after a shark bite left her with 42 stitches. Im trying to like wanting to stay out of the water for a little while, said Prushinski. Shes doing great. She was on the beach today, said Captain Butch Arbin, Ocean City Beach Patrol. Prushinski and her family were at the beach Monday near 119th street when she felt something sharp brush up against her leg in the water. She then realized she was bleeding once she got out. Why the shark was where it was? The experts think it was just going after food and the little girl happened to be in its way, said Arbin. OCBP said experts with the Department of Natural Resources believe the pattern of the bite matches a small Sandbar shark that is native to the area.

This is not a shark attack. Its not anything to be concerned about. This type of shark, sandbar shark, is not an aggressive type of shark. They see very little interaction with humans, said Arbin. Experts said the chances of getting bit by a shark are extremely rare. In fact, Capt. Butch Arbin with Ocean City Beach patrol said this type of incident is the first time ever recorded in the state. Its never happened before in Maryland history. Its never happened in Ocean City, said Arbin. Arbin said beach-goers should not let this incident get in the way of enjoying the ocean this summer. They dont need to worry about it. They should be more concerned with things like rip currents, said Arbin. As far as Prushinski, she remains fearless and said shell brave the water again once her stitches are out. Something like this is rare and rare for it to even happen again, said Prushinski. To clarify the difference between a shark attack and a shark bite experts said an attack is when a shark bites and holds on in an attempt to feed. A bite is when a shark bites and immediately releases without causing too much damage what Prushinksi experienced.

Los Angeles' unvaccinated may soon be banned from entering a slew of indoor public spaces, as the city copes with another wave of rapidly rising COVID-19 cases and hospitalizations. City lawmakers on Wednesday introduced a sort of "no shots, no service" vaccine mandate, following in the footsteps of New York City, which is the first major city to impose such a mandate. In Los Angeles, the new law would require anyone 16 and over who is eligible, to show proof of at least one inoculation shot before stepping into restaurants, bars, retail stores, gyms, spas, movie theaters, concert venues and sporting events.

"Enough is enough already," Council President Martinez, who proposed the motion alongside Council member Mitch O'Farrell, said in a statement. "Hospital workers are exhausted, moms who have put aside their careers are tired, and our kids cannot afford the loss of another school year." She added: "We have three vaccines that work and are readily available, so what's it going to take? Our kids are about to return to school and the unvaccinated are putting their lives at risk every day. Ask your questions, talk to your doctor, and get the vaccine. Let's put this behind us." The Los Angeles proposal comes a day after New York City announced it would require aspiring customers and/or bon vivants to show their paper copy of the CDC vaccine card or provide electronic proof via the city's Excelsior app. The mandate goes into effect on Aug. 16. Godzilla is the nickname for Hideki Matsui, a legendary Japanese baseball outfielder who played for the Yomiuri Giants and the New York Yankees, with a total of 507 home runs in his two-decade career. Many of the top dogs involved in the Tokyo Olympics, including Governor Yuriko Koike, had special requests for the event, and Mori was among them. The Olympics employee said that Mori was insistent on Matsui lighting the sacred fire. There were other suggestions for the final person in the torch relay, but Mori was allegedly not open to any of them. An employee with Dentsu, a PR firm exclusively partnered with the Games, who worked on the opening ceremony told The Daily Beast that Mori wanted Matsui. If he wanted something changed or something done, then it was done. Mori was practically the voice of God. Speaking of gods, even after Matsui was decided upon, there was grave concern that the chair would make an inappropriate remark about it. When Mori was Japans prime minister in 2000, he had said in a speech, Japan is a nation of the gods, with the emperor in the center, a controversial statement that echoed militarist sentiments of imperial Japan. The actual emperor of Japan, despite his concerns that the games would directly or indirectly spread the coronavirus, was also at the opening. He gave an unenthusiastic 14-second speech, in which he changed the word celebrate to commemorate. Mori, too, was there for the opening, but not as chairman. He had been forced to resign on Feb. 12, after making sexist remarks. With him gone, the committee decided that Osaka was perfect. Osaka wasnt formally approached until March, but thankfully she took the job. She was a spark of light in an opening ceremony that was depressing as hell. Naomi Osaka is not only a celebrated biracial athlete in an all too often xenophobic and sexist society but also an outspoken advocate of Black Lives Matter and a champion of mental health awareness. No matter how it happened, the choice to have her wield the rose-gold torch was laudable. In the end, Matsui also took part in the opening ceremonies as a torchbearer.

Starting this fall, the big-box retailer said it will cover the cost of tuition, fees and textbooks for part- and full-time workers who pursue a qualifying undergraduate degree at more than 40 institutions. It will also fund advanced degrees, paying up to $10,000 each year for masters programs at those schools.

The national retailer is the latest company to dangle perks to attract job candidates in a competitive labor market. With the move, Target joins other retailers and restaurant chains including Chipotle and Starbucks that have programs that help employees pay for college. Walmart recently announced it would cover the full cost of college tuition and books for its employees, after previously requiring them to pay $1 a day. At Target, employees at stores, distribution centers and headquarters locations in the U.S. will qualify on their first day. Target will cover the full cost for 250 programs aligned to its business, such as computer science, information technology and business management. If an employee chooses a different specialty or seeks a graduate degree, Target will pay up to $5,250 for non-masters degrees and up to $10,000 for masters degrees each year in direct payments to the academic institution.

College students are willing to pay a lot of money to get their hands on vaccination cards. The cards, of course, are free as proof that a person has had the COVID-19 vaccine. But students are using the fakes to provide that proof and circumvent campus requirements that they either get the shot or submit to regular testing. At the University of North Carolina at Chapel Hill, students must provide a copy of the card before their return to campus or be tested every week. Duke University requires students to present proof of vaccination with no testing alternative. Less than a week after students were notified of the new rules, a UNC professor sounded the alarm on Twitter about students who knew how to buy a fake COVID-19 vaccine cards and knew of others who submitted one to the university. It is really disturbing the lengths that some students are willing to go to subvert the university requirements and really subvert their duty to their fellow students to keep everyone safe, said Simon Palmore. Palmore is a junior at UNC. He said he has heard of many of his fellow classmates deciding to buy vaccine cards to send to the university. Theres a reason that the university is requiring all unvaccinated students to undergo regular testing, and these students are going to be able to do subvert the regular testing while also not being protected from the virus and prevent the spread from others, said Palmore.

To me, the type of people who would fake a vaccine card are the type of people who might go to parties and get COVID, and thats the group I think should be tested weekly, said J.D. Boyd, a dental student at UNC. Students describe it as easy as getting a fake ID. Online vendors have made blank cards more accessible to anyone. Im in the health care world," Boyd said, "Thats just absolutely horrible. Were on an educated college campus in one of the most educated places in the world and how can you be faking a vaccine card when you have people to care about?" WRAL News took the issue to officials at the Orange County Health Department who call the fakes and the fakers extremely dangerous. If anybody is out there trying to get around the testing requirements, thats really something that should be dealt with severely by any university we believe, said Todd McGee with the Orange County Health Department.

His employees are worn down and stressed out, forced back into the role of public health enforcers amid conflicting local, state and federal guidance over the past few weeks. For weeks, some businesses have been creating their own policies around masks and proof of vaccination, while others are hesitant to do so out of fear of the potential conflict with customers. But on Monday, Bay Area health officers announced a renewed indoor mask mandate that will apply to everyone, vaccinated or unvaccinated, to stem the surge of the highly contagious delta variant. That might take the pressure off business owners. The restriction applies to Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara, Sonoma counties and the city of Berkeley.

Ahmadi supports the new mask mandate to help private businesses like grocery stores, restaurants and bars navigate the issue. Businesses are not in a good position to enforce public practices with regards to public health, Ahmadi said. Were not equipped for it. We really need public agencies to be the lead and the primary source of enforcement behind these things. Its not realistic to assume the private sector either has the will to lead or the capacity to do so.

Unfortunately, the Supreme Court declared on June 29 that the [Centers for Disease Control and Prevention] could not grant such an extension without clear and specific congressional authorization, said economist Gene Sperling, who leads the White House effort to distribute Covid relief funds. That authorization has not been granted, he said, and as a result the CDC director and her team have been unable to find legal authority to extend the moratorium. Sperling then outlined new measures Biden had authorized, which largely consisted of directing agencies to keep trying to prevent evictions. The White Houses argument that it lacks the legal authority to extend the eviction ban has not gone over well with the progressive wing of the Democratic party, which has been pressuring both Biden and House Speaker Nancy Pelosi, D-Calif., for weeks to extend the moratorium by any means necessary.

This court order came down on the White House a month ago, and the White House waited until the day before the House adjourned to release a statement asking Congress to extend the moratorium, progressive Democratic Rep. Alexandria Ocasio-Cortez, N.Y. said Sunday on CNN. President Biden would have strongly supported a decision by the CDC to further extend this eviction moratorium, the White House said in a statement last Thursday. Unfortunately, the Supreme Court has made clear that this option is no longer available. Biden then called on Congress to extend the eviction moratorium to protect such vulnerable renters and their families without delay. Bidens statement caught some Democrats by surprise, and with the House scheduled to adjourn for almost two months of recess the following day, party leaders scrambled to determine what steps they could take. But it quickly became clear that Pelosi lacked the votes within her own caucus to extend the ban. This was in part because Democratic House members knew that even if they voted to pass an extension, it would be DOA in the Senate.
