More than 11 million Americans continue to report being behind on their rent. How much renters owe varies greatly from one state and county to the next, according to data provided to CNBC by Surgo Ventures, a nonprofit organization focusing on health and data. Across the country, the average renter household in arrears owes $3,700. The typical debt in Alabama is $2,700. In California, meanwhile, its closer to $5,300. In some areas, renters face an even larger debt. In San Mateo County, California, the typical renter whos behind is $8,700 in the hole. Struggling renters in Bergen County, New Jersey, owe an average of $6,400. A study earlier this year by New York University found that thousands of renters in New York City have debts over $10,000.

The differences in need across the country is important to consider, said Aaron Dibner-Dunlap, senior research scientist at Surgo Ventures. If you live in a county with a high cost of living, such as many in California and New York, officials need to ensure there are enough public funds to cover the estimated debt, he said. The share of U.S. renters who are behind around 16% hasnt changed much since March. Thats in large part because of how slow states and cities have been in distributing the $46 billion in federal rental assistance allocated by Congress. By the end of June, just $3 billion had reached people.

So states that had more renter protection basically has more people not paying, whereas states that had less, the renters found a way to keep paying.

It'd probably suck to be homeless in Hawaii more then anywhere else. Since you can't escape the unaffordable housing as easily as most other Amercians who can jump state to state.

No doubt states with less protections have people working unhealthy amounts of hours a week, eating too little, neglecting healthcare and racking up hideous amounts of debt on credit cards/loans.

It's not just about having homes. Its about not destroying futures with desperate actions.

At the very least the weather is nice and there are plenty of places to stay outdoors compared to some mainland areas which might be heavily urbanized. And places like China town and Aala park are practically hobo town USA :D

Same here, but I feel for the people who cant pay. Landlords like to play the victim, but if they charged a fair price (<$600/month), then most people could have paid it. They want $20,000/year and thats not right.

What is the government doing? Nothing. Most of the decision-makers are slumlords, too. Look at Trump and Kushner (yes, I know theyre not in power anymore).
