I think he cares, yeah, he seems like an above average guy for a politician. But I think his care is a lot more present for the rich and middle class. So he'd never suggest a Great Society, much less a New Deal or more democratic control of the economy/workplace. That limits him to tax cuts and credits, business loans, and technocratic solutions.
