Trump is a textbook narcissistic sociopath. It's not that he chooses to be, or has become, 'uncaring', he is simply psychologically incapable of caring about anything beyond his own short to medium term interests.
Biden is at least capable of caring and empathy. Whether you think he demonstrates that through his policies is likely determined by you political inclination.
