Yes, I'm sure. Every President since Carter has been a neoliberal. Trump likely doesn't have an actual ideology beyond personal self interest and general bigotry. But in terms of how he actually ruled, he was a neoliberal.
There's two dynamics when it comes to neoliberalism with our presidents. Republican Presidents push it to its limits. Democrats reign it back in a little in some ways, but further cement that it's the only option and neutralize any attempts to find an alternative.
