Biden cares more about Americans than Trump did. Caring more about Americans than Trump did is not hard. Ripper Roo from Crash Bandicoot would care more about Americans than Trump did if we elected him president.
As for whether Biden actually cares, I'd say yes, but he is sometimes extremely misguided on things and that gets into a lot of conflict with the general public.
