The Senate gets 1 vote per senator and gets to pick among the top 2 candidates for Vice President. I'm assuming this would be by the new, incoming Congress. Correct, it would be the new, incoming Congress that votes in the contingency election as they are seated beforehand. The one vote per state delegation in the House thing also favors Republicans in that even in scenarios were Dems control the House they're likely to be outvoted.
