I feel like it's logically hard not to know there's a limited amount of people both invested in Gotham so heavily, and access to things like private fighter jets, high-end military gear, and experimental vehicles.\

I always just figured most people "know" but just can't or don't care to confirm.

Gordon always knew.

Jim is aware that Bruce is Batman but chooses not to acknowledge it.

Batman, vigilante with high tech and clearly expensive as fuck gear: *disappears right after Dent dies*
Bruce Wayne, man with a fuckton of money who is often seen in public being a social and eccentric guy: *becomes a recluse right after Dent dies*

This. In most continuities, Jim knows, or atleast has an idea, and just chooses not to pursue it.

As for the Nolan-verse, I forget which movie it's in, but Gordon literally says he never cared to actually find out who Batman was, which is the excuse for that universe.

Didn't 60s Batman know. Gordon drops some sly hints he knows. A 6ft tall playboy who runs around with a young man who is about the same height as Robin

during certain points in the comics its heavily implied that he has a really good idea that Batman is Bruce Wayne, The Story "No Man's land" has during whats a little rough spot in their friendship Batman pull of his mask to reveal his identity only for Gordan to have closed his eyes and turned around to avoid seeing it, Straight out saying that if he really wanted to know he would have been able to figure it out years ago

Yeah, as others have said, it's pretty common for Gordon to either avoid trying to figure out his identity or just outright pretend he didn't.

There's a bit in No Man's Land where he's pissed off Batman abandoned the city after everything went to hell, so Bruce tries to reveal his identity to show that he does trust Gordon:

And in TAS, there's an episode where Barbara has a fear toxin nightmare of him discovering she's Batgirl after she died, so she decides to tell him. Before she can say anything outright, he cuts her off by very strongly implying that he knows but can't acknowledge it Relevant bit is at 1:30. Sorry about the quality, cannot find another clip.

There are other possible explanations though. In the Arkham games, Riddler thinks it's obvious that Batman steals money from the criminals he stops to fund his activities.

But in the third movie Bruce tells him before he takes the neutrino bomb to sea and Gordon is genuinely surprised.

I'll always remember this bit. And I think it was more than to show trust in Gordon, it was also to prove that he didn't abandon the city in a time of crisis. As Bruce, he was in Washington trying to get federal help for the city. Honestly, accusing Batman of not caring about Gotham is probably the biggest insult you can throw his way.

Fun Fact: Characters in old superhero comics are kinda stupid.

He knows. He's just waiting for Bruce to tell him.
