i don't understand the numbers

if majority was 58.6 in 1980, but in 2014 it's all 20.5 and 26.3, surely that means size went down by half?
am i reading the numbers wrong?

The Chubby Asian Revolution of the 2010s did this. Truly embraced thicker more muscular figures and led to a decrease of eating disorders in Japan as well as other countries. Healthier teens led to bigger boobs. It's a beautiful thing
