Republican Steve Garvey is currently in the lead. Everyones talking about the top two primary, but we have a SEPARATE election for the remainder of Feinsteins term, with the same slate of candidates. Whoever wins will take the seat, and the Democrats are splitting the vote. Garvey could actually win and be our senator until next January.

Garvey is polling at 27% in a four way race between three Democrats and with 21% of voters undecided.

Right, the Democrats are splitting the vote. All undecided Rs will go to Garvey. The undecided Ds may continue to split among 3 candidates.

I think you're confused as to how California's electoral system works

This is incorrect. Both US Senate races on the ballot this Tuesday are top-two primaries and both will appear on the general election ballot in November. The relevant CA law, AB 1495, explicitly requires both a primary election and a general election to determine the the new senator.

This exact thing happened only two years ago with Alex Padilla, the only difference being that the appointed senator currently in the seat, Laphonza Butler, isn't running for election while Padilla did.

This is a special election. Electoral votes have nothing to do with it. Its not even a typical Senate race (theres that one too, but it is just a primary).

So in other words, TC didn't bother doing any research and panicked.

I get that. It was confusing last time, too. And I have seen a lot of places writing about it in a way that doesn't technically contradict the truth, but sure does sound like what you were told.

I think the only way Republicans can establish any power in California, beyond the local level and the current conservative seats, at this point is through the recall process or something catastrophic happening.
