This is incorrect. Both US Senate races on the ballot this Tuesday are top-two primaries and both will appear on the general election ballot in November. The relevant CA law, AB 1495, explicitly requires both a primary election and a general election to determine the the new senator.

This exact thing happened only two years ago with Alex Padilla, the only difference being that the appointed senator currently in the seat, Laphonza Butler, isn't running for election while Padilla did.
