Like if Scalise or Jordan did something you didn't like you could easily just motion to vacate their seat too. The simple fact that the rule hovers over them ensures that the Speaker must be cooperative. There's no good non-political reason they can't pick someone under these conditions. McHenry is the only option who'd be exempt to this since he wouldn't officially be the Speaker, just an interim one. That's the applicable language about whether McHenry already has the power.
