Mclory was a dick but from my understanding not without cause. While Never Say Never isnt good, Im glad it exists and is a fun watch. Stromburg is a nothing of a villain, but Jaws makes up for this. Hell the winking helicopter lady makes up for this a bit. The only weaker main villain I can think of might be Dmitri from The Living Daylights.
