The GOP is doing this to stop funding of Ukraine. Except the government recently said that even if we shut down, the Ukraine fund is locked safely from shutdown effects. So the whole thing is for nothing. This is probably all ordered by Putin to his loyalists amongst the GOP

The simple way to deal with this is to keep congress in an "emergency session" until this shit's figured out. Nobody goes home for the weekend.

Article 2, section 3 does empower the president to do this.

According to the news I read, no House Republican wants what the Senate has cooked up. Either this will end up being a nothing burger and they cave like they did the last time something needed to pass, or they shut down the government hard to get concessions and power they can't get any other way because House Republicans don't agree with the ones in the Senate, and the House Republicans have like three factions or something going right now (at least, I've heard there are three competing budget bills floating around).

No idea what will actually happen.

Yeah, Republicans are not actually trying to achieve a balanced budget. They can't be because they've said they won't cut Social Security / Medicare, they won't cut military spending, and they won't raise taxes. Without doing at least one of those three things it's not mathematically possible to balance the federal budget no matter how much other spending is cut.
