I think the issue here is that Tom Jones was really known more as a Vegas act which is why other than a few songs he isn't really known for having a lot of outside hits. But he essentially was THE Vegas act to see if you were in to live music.

I think Jones' career comfortably transcended being best known for Vegas. He had about a decade from the mid 60s to the mid 70s where he was a regular on the charts and radio...all over the world. Dude was huge before he settled in Vegas, and I think a reasonable comparison would be Celine Dion, who started a run in Vegas after being internationally famous for a string of hit albums and singles.
