Although punch cards could be used for (read-only) storage, and even output, they were most commonly used for input (one line of text per card). The same computer that took punch cards might also have magnetic tape or even (washing-machine sized) hard disks for secondary storage. But the main thing is that back then, secondary storage was not used as frivolously as it is now.
