The cities are pretty solidly going to be No so if the majority of votes outstanding are from those counties then it's not a big deal. The majority of the Yes counties are 1) Super small and low voter count and 2) are already mostly 50% already counted. Cuyahoga County, which has Cleveland, only has 30% of it's vote tallied, and it is currently winning No at a rate of 85%. Montgomery County is currently 70/30 No with only 30% of the vote in. Hamilton county is 78/22% no with only 28% counted.
