There is water on it, so I would say it's wet. It will not, however, be able to make anything else wet until it leaves the water.

Good question. I'm a firm believer that water itself isn't wet, for the same reason that fire isn't referred to as burnt.

I would say yes because whatever it is that's placed in the water is immediately affected by the water. Paper loses it's integrity. Phones get damaged. Pills dissolve. Etc

If something being wet is just being in contact with water then all water is wet unless it's just a single h2o molecule

Water is covered in more water, therefore making most water wet. Not all water, but most.

water isn't wet, it makes anything that touches it wet, even if it's inside it
