There is water on it, so I would say it's wet. It will not, however, be able to make anything else wet until it leaves the water.

Good question. I'm a firm believer that water itself isn't wet, for the same reason that fire isn't referred to as burnt.

I would say yes because whatever it is that's placed in the water is immediately affected by the water. Paper loses it's integrity. Phones get damaged. Pills dissolve. Etc

There was a scene in S1 of Clone Wars where their sabers randomly died when they were in a dark cave but IIRC it was never explained
