Good question. I'm a firm believer that water itself isn't wet, for the same reason that fire isn't referred to as burnt.

I would say yes because whatever it is that's placed in the water is immediately affected by the water. Paper loses it's integrity. Phones get damaged. Pills dissolve. Etc
