Pick up trash or volunteer or practically anything else to help your community. Being a gadfly over issues stores resolve themselves is grade a antisocial behavior looking for an excuse to start something and play the victim - not improve the world via altruism. to be clear, tehe woman in this video explicitly says that she COULD walk the extra 25 feet to put her cart away but she has to get home to her daughter quickly and thus doesn't have the time (when she could have easily done it in the amount of time it takes to argue)

You can't have legal penalties for not putting a company's property away on private property. Cart Narc is the best solution.
