They wouldn't be "harassed" if they would just put it away. It's literally the right thing to do. Instead of arguing with someone for 5-10 minutes, just put it your cart away. And then if they simply don't want to they can just drive away. They might throw a magnet on your car calling you lazy or something, first of all that's true, second you can pull it off later when you get to your next destination. These cart narcs (as far as what I've seen) don't try to physically stop your vehicle. Honestly if you don't want to be called out for being a lazy PoS, don't be a lazy PoS. It's that simple.
