Are there any circumstances where hanging up acceptable? There was a story I read earlier where a woman called 911 and was whispering because she was hiding from her attacker and they didn't take the first call seriously.

I remember a case where a dad was dying and his daughter swore right as the operator picked up. Instead of asking what the emergency was he scolded her for swearing in a tense situation. Then they argued and he hung up on her

That sounds familiar. She called again and again with same results. Didn't she get arrested for "misuse" of 911?

It's a stressful job without a lot of training.

There are some circumstances where hanging up is acceptable. Like when some moron calls 911 because a restaurant made a mistake on their burger.
