I think so, in the sense that there are likely different methodologies to determine how many bots there are and so you can honestly arrive at different results.

Like matching accounts with provided phone number vs. unique IPs per/1000 users vs. both, etc.

I read that if Musk pulls out, he has to pay Twitter 1 billion USD. Is there a potential scenario here where Musk finds out that the number is higher than 5%, and uses that as an excuse to pull out of the deal without paying up?

I think it's a combination of both.

I think Tesla stock is now down enough where it might impact his planned method to buy Twitter, the market is down so if he had tried to initiate the deal now it'd have been cheaper, and he's basically manipulating Twitter's stock right now by just tweeting this shit out.
