Move attention away from Luke? Maybe some other Jedi they're hunting? They must not know that they're looking for Kenobi otherwise Vader would be there immediately and presumably Vader shouldn't ever find out he's on Tattooine. This show is set 5 years after the first game but I dunno if they would have such a gap for the sequel though. I kind of wonder what Disney will do once they're all canonically killed off, I think at least half have been killed already through Rebels, Fallen Order and the comics. I believe there were like 100k Jedi so even if 99% die that's still 1000 running around the galaxy. Boba Fett is there because that's where he fell into the pit. Obi Wan is there because that's where he lives. They're not really being gratuitous about it. I will say though, even as someone who hasn't watched Clone Wars or Rebels, the Grand Inquisitor looks like garbage. No effort was put into that makeup.
