That's basically exactly what they are. They were trained to hunt down scared Jedi remnants. Like Padawans and weaker Jedi knights (it was totally possible for Jedi Knights to be only okay at combat given they had been at peace for decades) but anything stronger than that is when you send in Vader. They were trained to hunt down scared Jedi remnants. Like Padawans and weaker Jedi knights (it was totally possible for Jedi Knights to be only okay at combat given they had been at peace for decades) but anything stronger than that is when you send in Vader.
