Like Padawans and weaker Jedi knights (it was totally possible for Jedi Knights to be only okay at combat given they had been at peace for decades) but anything stronger than that is when you send in Vader. Rebels basically shows as much Inquisitors do well against Kanan (basically a Padawan) and Ezra (the Padawan of a Padawan) but hold up very poorly against people like ~~Ahsoka~~ or ~~Maul.~~ ~~wait they fought Maul?!
