Kathy Hochul said Friday, announcing one of the most stringent mandates in the nation. The new requirement, which takes effect Monday and will be reassessed on Jan. 15, comes amid a surge in Covid-19 cases throughout much of upstate New York, and as more cases of the Omicron variant are confirmed throughout the state. Hochul framed the policy not only as a move meant to protect the public health, but also the states economy. I've been warning I've been saying if we can't get more people vaccinated or boosted, I have to protect people but also the economy, she said at a press conference in New York City. The city of New York already requires proof of vaccination when entering bars, restaurants and public venues. The mandate marks the Democratic governors latest action to combat a winter spike in Covid-19 cases. On Thursday, more than 30 hospitals in upstate New York began restricting non-urgent elective surgeries a measure intended to prevent the bed shortages seen at the height of the pandemic. Violators will be subject to civil and criminal penalties, including a maximum fine of $1,000 per violation. Local health departments will be tasked with enforcing the requirements. Stephen Acquario, executive director of the New York State Association of Counties, said in an interview that local officials will need the publics cooperation with the mandate. County public health and law enforcement are not in a position to police this policy, he said.
