I finally gave in and bought all the remaining DLC characters I didn't have (Fighter Pass 2 + Piranha Plant). I'm a very casual player, I can probably beat other casual players with some regularity but I'm hopeless even against, like, level 8 and up CPUs.

Nevertheless, it was fun trying out the new characters.

Piranha Plant - Tricky to use and I'm not really used to his low mobility, probably not gonna be one of my favorites any time soon.
Joker - Fun to use (I like fast characters) and comes from one of my all-time favorite series. His normal mode does feel weak but once he summons Arsene... I feel a bit pressured to make the most out of the bar and usually get all panicky and do stupid stuff.
Hero - Kinda eh since I don't really like the RNG-based spell, and especially since I don't have the effects memorized. And accessing the menu and trying to read it in the middle of the battle is scary. I do appreciate the costumes though.
Banjo & Kazooie - Also feels tricky to use. I'm especially nervous about using their neutral B and side B since they feel like huge commitments.
Terry - Eh. I'm kinda meh on the fighting game characters. And he doesn't really bring anything I wasn't getting from Ryu/Ken.
Byleth - They feel weirdly heavy. The monastery and cameos are pretty fun even if vanilla. Not really interested in using them a lot.

Min Min - Surprisingly pretty fun, even if tricky. I need to be more careful with my attacks but I like the amount of options she has. Would like to try her out more.
Steve/Alex - If I can get used to their mechanics, they seem pretty fun and troll-ish to use. I need more time with them. But I dunno about the mining RNG.
Sephiroth - Pleasantly surprised by how powerful he feels to play. Really feels like playing a boss character. And his Classic mode quite surprised me since it was a Boss Rush.
Pyra/Mythra - Also a bit surprised at how much I enjoyed them. All the specials are interesting enough but still feel intuitive in what they do.
Kazuya - Another pleasant surprise. He still feels somewhat hard to master (especially his combos), but he can also be played simply and still be effective. And I really like the Tekken-style flourishes when they activate. And the destructible stage was fun too.
Sora - My boy. Really fun to use due to how much he feels like on his home series. But it's been hard for me to use him effectively. Need more practice.

Ranking based on how much I enjoy playing them:
Joker > Pyra/Mythra > Min Min > Sephy > Kazuya > Sora > Hero > Piranha Plant > Banjo & Kazooie > Byleth > Terry

Piranha Plant - No interest. Cool that they added a regular mario enemy, they just chose like the one I have the least interest in.

Joker - Joker is cool and fun to play. P5 is a fun game.
Hero - Very fun to play. Hate DQ though.
Banjo & Kazooie - Decently fun to play and it was about time Banjo got in. Good music too.
Terry - Who? And I hate playing as him too.
Byleth - Just be glad we didn't have another Fire Emblem come out within Smash's DLC lifetime or we'd be getting another FE char as per Nintendo's deal with them. Slow, clunky and weird to play as.

Min Min - ARMS sucks and was relevant for 1 week before it fell into obscurity.
Steve/Alex - Fuck Minecraft.
Sephiroth - Seph is fine I spose. I play as shirtless Sephiroth.
Pyra/Mythra - Rex got fucked. Anime waifu freaks rejoice!
Kazuya - Who? And I hate playing as him too.
Sora - People are happy. I don't care.

Piranha Plant - funny joke character that i rarely play

Joker - very fun, havent really put in the time to learn combos though
Hero - funny rng character that i will never play seriously
Banjo & Kazooie - dont care + bad character
Terry - i tried to learn some of his inputs when he came out but they didnt really stick for me
Byleth - trying to play them more but doesn't seem to fit my playstyle. they feel so slow when i play them compared to what somebody like MKLeo can do

Min Min - i hate this character and dont even remotely know what im doing playing as her
Steve/Alex - this doesnt even feel like im playing smash, not a fan
Sephiroth - fun, feels good to play
Pyra/Mythra - feels really strong but im a degenerate who just spams side B on them because im not gonna learn real combos
Kazuya - just play tekken instead lol
Sora - i love kingdom hearts and sora is awesome so far. really looking forward to learning him more and probably will end up being my 2nd main behind zelda

Piranha Plant - Oddball picks can be fun, can't be mad at this one.

Joker - I would've rather they simply done Jack Frost or SMT4's Flynn, but I get why they went with the main character of their most popular game ever.
Hero - Cool
Banjo & Kazooie - Meh
Terry - Extra meh
Byleth - lol, but I don't really mind it. Should've been Claude.

Min Min - Don't care about ARMS, but this probably means there will be a sequel.
Steve/Alex - Meh
Sephiroth - I hate this.
Pyra/Mythra - Hooray! I would've preferred Rex in a Pokemon Trainer style, but this is fine.
Kazuya - Extra meh
Sora - Great

Kazuya - Great as a Tekken lover. Playing him not quite as great for me but admittedly havent used him much
Sora - If he was 1 of only 5 dlc characters i probably wouldnt be nearly as accepting, but cool for the people who badly wanted him. need to play him in non-mirror matches to see how much i actually like playing him

Piranha Plant - Fantastic joke character, perfectly annoying to play. Probably as good of a choice and execution as you could get for what he is.

Joker - Feels good to play, but linear enough that I don't think he reps Persona well outside of P5's style. Good ad for his game, bad ad for himself.
Hero - I like when he hit the funny moves make people go boom.
Banjo & Kazooie - I really don't get why people call 'em boring. Best animated character in the game combined with a casually fun, harassment-based moveset. Wonderwing's among the most fun and fair callout moves in the game.
Terry - The best-feeling character in the game, bar none. Less stiff than the shotos while still having inputs, Go! is a fantastic reward for staying alive despite his so-so recovery. Everything Little Mac and Ryu wish they could be with the potential for Falcon-like showmanship.
Byleth - Fine. Suffers from "Everyone Is Here" more than anyone else; cut three FE's from the base roster and they feel a lot less tiring.

Min Min - Feels like playing solitaire I interact with my opponent so little.
Steve/Alex - Feels like playing solitaire but you actually have to interact with your opponent. Endlessly creative and expressive. Not my jam, but really solid addition.
Sephiroth - Incredibly fun. Supremely powerful. Feels like everything Sephiroth should be.
Pyra/Mythra - Do nothing for me, but the moveset is very fun. Goes over the top with the kind of 'anime swordfighter' moves at their disposal and it's fun to see.
Kazuya - I respect his hustle, but he doesn't really click for me. Doesn't feel like he works in free-for-alls at all unless you spam specials. He feels like Tekken really well, but I don't think he translates elegantly; he's almost too dedicated to his schtick. Also the least interesting member of his family.
Sora - I'm really happy he's here, but I like Meta Knight better at almost everything he does gameplay-wise, projectile aside. Just don't see a situation where I don't pick another character who does what he can do (MK, Mewtwo, Pika) before him.

Terry > Sephiroth > Banjo > Hero > Plant > Mythra > Pyra > Joker > Steve > Kazuya > Byleth > Sora > Min Min

Hero - I think DQ deserves it for sure, I don't personally care for them as a character, but I definitely enjoy their chaotic moveset and he's a great troll pick (also helps I used to be a Link main for 3 games)
Banjo & Kazooie - The addition I love most, B&K in a Nintendo legacy crossover game is just incredibly meaningful to me. He's alright to play with... not really my choice but I'll come back to him. Not as bad as Mega Man, another legacy choice I love who I unfortunately hate playing as.
Terry - Kajetokun's Terry Yum Goong. That's all I gotta say, all that Terry needs for me to enjoy his inclusion. He's the FGC character I enjoy playing as the most as well, especially with +100% special inputs
Byleth - Would've preferred Edelgard ofc. I do like Byleth tho and her playstyle suits me, with the spear zoning and axe power smashes. Still... would've preferred Edelgard, but at least I still get another fem rep from Byleth.

Min Min - ARMS... wasn't really that significant a game. I got it, enjoyed it, never touched the DLC. However, I do actually really like Min Min and I'm glad they picked her. I don't choose her often, but I do enjoy keeping distance with double dragons or dragon + hammer arm.... boomerang can go away. Also love how she can launch a smash while she's already doing one, great for catching people off-guard.
Steve/Alex - During the announcement I felt disappointment sure, not huge since I mean MC is a massive series and deserves representation in a series of video game legacy. When he came out though... yo he's a really enjoyable troll pick and really my go-to for that now. Especially against my sister, minecarting her off the edge is hilarious.
Sephiroth - I hate this. Like Cloud absolutely hard to argue, but if we're getting another FF rep, giving it to 7 again like fuck off. Doesn't help I hate Seph, and yeah I don't care about his playstyle enough to get over the character.
Pyra/Mythra - Xenoblade is my baby so hell yes... although if it was like Rex+Pyra only I'd say fuck off because Mythra top tier Pyra trash. Pyra's a fun powerhouse though, but I still prefer my lightning fast Mythra. Happy to have a switch character with multiple movesets I can change depending on the state of the fight though!
Kazuya - Possibly my least favourite choice, which is saying something given my hatred of Seph. Kazuya's just so boring and I can't be assed to use him, can't even say much more than that. I would not be saying this for Heihachi.
Sora - Another character that's not for me, having not played KH... but one I'm more accepting of, he deserves it especially as a poll winner. Haven't used him much yet so I can't really comment more than this, and admit it's still a bit of a bummer to say goodbye to Smash DLC on such a note personally... but I take out my grievance for this on Kazuya instead of Sora.

Piranha Plant - wacky idea and a lot of fun. These are the sorts of fighter ideas I enjoy the most.

Joker - fun addition, but I cant quite nail down how to be consistently good with him yet

Hero - not a fan. Im glad to see DQ representation but I dont think the move set was implemented very well

Banjo & Kazooie - A+ exactly what I wanted them to be

Terry - kind of average. Not over or underwhelmed. Hes just there.

Byleth - more fun to use than Marth, but also not at all wanted or necessary

Min Min - I have limited experience with Arms but I like the noodle girl and the mummy. I was happy they picked her.

Steve/Alex - my son went BONKERS over this and that made my day. He got to see me lose my shit over Banjo and I got to see him lose his shit over Minecraft. And as it turns out theyre pretty fun to play as.

Sephiroth - that reveal was hype as shit. Playing as him is a little less hype but still fun.

Pyra/Mythra - Im not a big Xenoblade guy, but I have a good time playing as her. Try playing against a few people with all of you using Pyra. Its hilarious.

Kazuya - TEKKEN! Heihachi wouldve made more sense and King wouldve made me go bonkers with glee, but getting the Devil moves added in was a plus for choosing Kazuya.

Sora - solid final choice. Good move set. Cant really complain much. I guess Im a little sad I didnt get Phoenix or Bandana Dee but Sora is still a good time.

Giving a competitive perspective instead of my own since there's enough of those here already

Piranha Plant - Bit too slow and straightforward but he has some trickery. His spiky ball is one of the most OP moves in the game if it was on any other character, the fact it doesn't disappear when he's hit is ludicrous. Overall lower mid tier but in a great players hands you can get pretty far

Joker - Most broken character in the game, way too overtuned. Think him and Pikachu are the best two in the game but Joker takes the top spot. All his weaknesses are easily mitigated and his strengths are too many to name

Hero - Kind of like Piranha Plant where if a faster character had some of his moves it'd be obscene, but he's too slow to use them well. If you spam accelerate and play really annoying you can be successful but it's not worth the effort for most players. Overall slightly stronger than plant though, I'd call him a solid mid tier.

Banjo & Kazooie - Wifi character only, too easy to shield all his moves offline. On wifi he's high tier though no lie, not being able to properly shield and approach through his obstacle course is hard enough but then add in unreactable wonderwings and it's silly. But offline, low tier

Terry - Pretty good character but kind of has the problem that there's not too much reason to pick him. Worse combos than Kazuya, worse zoning than the Shotos. He's kind of a jack of all trades FG character but overall doesn't excel at anything. Upper mid tier overall though, if you're a fan you will make him work just fine

Byleth - This ones interesting since Byleth was kind of slept on by everyone until Mkleo randomly picked him up and started winning huge tournaments with him. Overall I still think the character has some fundamental flaws but clearly if you're already the best player in the world you can beat other top players with him so sky is the limit. I would've said mid tier before but after seeing his results maybe upper mid? Bottom of high? Somewhere on that line

Min Min - Cancer character design, the way she plays just invalidates slower characters. Has bullshit 0-death combos if she catches you at the ledge and some of the best edge guarding on the game. There are obvious weaknesses however, faster characters that box well will fare well and she gets juggled very hard. Overall top tier character but still matchup dependant.

Steve/Alex - Steve is a weird one, on paper he is slow, has low range and a predictable recovery. However he has some very powerful strings and setups, and if you can get the diamond axe has access to some of the quickest aerial kill moves in the game. He of course has a lot of mixup potential with his blocks as well that might make you think there's a lot to him, but to be honest I think the character is kind of already maxed out. I think he is a character that will see some results now but when people learn all of his tricks, his weaknesses will become much more apparent and he'll fall down the list. I'll say mid tier.

Sephiroth - Longest range character in the game by far (min min doesn't count screw her) but at the cost of long startups and decently high lag on a lot of his attacks. He's a very interesting character, was kind of hyped up at first but has sort of fallen out of favor recently. Overall I think kind of like minmin he's very matchup dependant, you can make it very difficult for slower or short ranged characters to play the game but hyper mobile ones will have less trouble playing a bait and punish gameplan to neuter his effectiveness. High tier overall, but really just pick and choose when you use him carefully

Pyra/Mythra - The next best thing since Joker. I'd say they're top 5 overall but their weaknesses are much more real than Joker, having one of the worst recoveries in the game as well as very clear weaknesses in each form. The character not having any reliable way to kill off throws hurts them a lot as you can safely shield at high % against Mythra and, against Pyra she is so slow to where most characters win neutral interactions for free. So the character can have trouble killing at higher levels of play when people really know how to fight her, with that said, the amount of nonsense that she can get up to between those two forms is silly. Very strong but not quite #1, somewhere in the 3-5 range is where I'd put them currently.

Kazuya - Very interesting character, kind of like Steve on paper he is very slow and has a very punishable recovery, but in reality he has 0-death combos anywhere on the stage and super armor on random moves that have no sense being there make him very scary to swing against. His best player, Riddles, swears he's terrible and wants to stop playing him, but still beats everyone in Canada with him while he's saying that. At the end of the day his weaknesses are very apparent though, so perhaps he's just taking the long view. I'd say bottom of high tier but he's in a volatile spot, it's hard to say whether optimization of players securing kills off of stray hits will make him stronger, or if players punishing his speed and range will win out in the end.

Sora - Brand new character so limited data here, but my gut says high tier. He has some silly setups that can kill very early, the best recovery in the game and very strong edge guarding to boot. On the other hand, he has pretty limited mixup potential in neutral and his movement is very awkward and punishable. I think a hardcore zoning play style that optimizes punish game on this character will be a pain to fight though, having a strong disjoint and quick moves in neutral is hard to be bad even when your movement isn't great. But only time will tell with him

Piranha Plant - The character I'm most likely to forget exists

Joker - Pretty fun.
Hero - I like the idea, and the series, but feel like I'd hate playing him seriously in any way.
Banjo & Kazooie - I didn't care about Banjo before Smash, and this didn't change my mind.
Terry - One of my favorites.
Byleth - I don't hate them, but not someone I pick all that much.

Min Min - Don't enjoy her playstyle at all.
Steve/Alex - A pretty neat character, but just not for me at all.
Sephiroth - Enjoyed playing him more than I expected.
Pyra/Mythra - Haven't played them much, but they seem fun.
Kazuya - Feels like I have to be on the pro controller to really do everything I want out of him, and I'd need to spend a lot more time, but I'm willing to bet he'd end up being my absolute favorite if I did.
Sora - Haven't tried yet. I never enjoyed playing Kingdom Hearts, which is probably a bad sign for my enjoyment of the character.

Piranha Plant - He's fun, but I have issues with the Neutral and Down Bs so I don't play him much.

Joker - Love that he got added, but his gameplay just isn't for me, I much prefer the heavies. That said his stage is one of my favorites.
Hero - I love his gimmick, but not enough to actually play him.
Banjo & Kazooie - One of my favorites to play. Although I do need to strategize better with his side B. I either don't use it all or borderline spam it
Terry - Pretty neutral tbh. He's more interesting than Ryu/Ken, but I don't really care about him.
Byleth - I loved Three Houses, but I still think Byleth was a bad choice and I'm not a fan of their gameplay either. Is like they couldn't decide which house leader to use so they crammed all three into one character and it doesn't work.

Min Min - I'm glad we got an Arms character and she plays well enough, but she's a really boring pick. Helix and Twintelle would've been so much cooler.
Steve/Alex - One of my favorite DLC inclusions, but I'm not even close to being able to play them well.
Sephiroth - All around great addition and fun to play as.
Pyra/Mythra - my only complaint is that haven't played Xenoblade 2 enough yet to have a stronger desire to play as them.
Kazuya - When they first revealed him I was pretty disappointed, but he's really unique to play as especially compared to the other fighting characters so I did end up coming around to him.
Sora - I'm so happy he's added, but I do need some more time with him before I can determine if I like his gameplay or not

Piranha Plant - Never really clicked with me. I don't like his B-moves and he doesn't have much to the rest of his game that interests me.

Joker - Was hype as hell to see him in, and I feel like his playstyle should generally fit me, but I just suck with him.
Hero - His Down B is a lot of fun to try and navigate during battle. I enjoy him a lot and am fairly good with him.
Banjo & Kazooie - Probably the hypest inclusion for me, but I hate zoning characters. He has some other moves that fit me pretty well, like his aerials are pretty good, so I still like playing as them.
Terry - Cannot get the hang of him whatsoever. At least his stage is one of the best in the game.
Byleth - I have rarely been less excited for a character, but I love playing as Byleth. Again, not the best with them, but trying to Down-B everyone who isn't paying attention is a blast.

Min Min - Pretty much a one-track playstyle. Try and stay exactly half the stage away from your opponent. I find her pretty boring to play, but she's definitely not a bad character.
Steve/Alex - Funny. I have a rough time trying to figure out if I'm safe to mine, but other than that, they're fine.
Sephiroth - Not a character I was terribly excited for, but he ended up being like top 3 in the game for me. All of his B-moves are so much fun, and that up-smash/up-air range. Mm-mmm so good.
Pyra/Mythra - FUCK YES. Never has a Smash character clicked for me even remotely as well as Pyra/Mythra. All aerials kick ass, all the physics just feel so right, all the B-moves are super cool (well, neither up-B is a good recovery, but Pyra's is a great kill move). A match made in heaven.
Kazuya - whoops didn't buy. Saved me that $1 by not buying the pass.
Sora - From the look of his Nintendo Direct, I thought he'd be another perfect fit for me, what with his floatiness and aerial game, but I just don't like the trajectory of his double-jump. He's still fun, especially trying to edgeguard everyone and their mother, but honestly, a bit of a disappointment.

Too lazy to give individual thoughts. Basically, I like them all a lot, though I just can't click with the last two at all, gameplay-wise, whereas I really love the first... 5. The ones in the middle I find fun, though not necessarily standout.

I actually haven't played with most of them all that much/at all so these were my reactions to their reveals (after "damn, not Isaac yet again" of course).

Piranha Plant - LMFAO WHAT?! Okay, I guess that's kinda funny and at least it's free.

Joker - Wow, nice. Was not expecting that.
Hero - Meh. Was expecting that (due to leaks).
Banjo & Kazooie - Wow, I never thought they'd make it happen. Cool.
Terry - "Nice. Not thrilling, but nice." (let's see who picks up on that reference)
Byleth - Should've been Edelgard

Min Min - Spring Man would have legitimately revived my Isaac hopes.
Steve/Alex - Fuck this shit.
Sephiroth - HOLY FUCKING SHIT! SEPHIROTH! I mean, I'm disappointed that the second FF rep wasn't Squall, and I really thought that that was a legitimate possibility, but FUCKING SEPHIROTH!
Pyra/Mythra - Xenoblade in the DLC pack = yawn. Should've just made it happen from the beginning.
Kazuya - There go my hopes for Lloyd. :'( Even among Tekken characters I'm stunned they picked Kazuya over Jin or even Heihachi.
Sora - Aww, this is a really nice way to wrap up the roster, it really is. Even though I haven't played much Kingdom Hearts, I've always wanted to (and in fact now am), he looks great both in design and to play as, and I know a lot of people wanted him badly. How can anyone be salty about this pick?

Piranha Plant - Weird choice but I really enjoy playing as it

Joker - Still haven't played his game, not really intrigued by how he plays.
Hero - I think MP and the command menu are a cool thing to build a character around.
Banjo & Kazooie - Slightly less distinctive than others. The big standout is Wonderwing, and it kind of carries them.
Terry - I'm told this is a very faithful adaptation but regardless he's fun to play as. His specials hit hard, and his Desperation Moves are great.
Byleth - Not that bad considering. Noteworthy is the bone-crushing arrow beam, but the selection of weapons is colorful enough to stand out even without a gimmick per se.

Min Min - Ugh, I don't like her.
Steve/Alex - As a character design this is ambitious. I can't do much with it and there are certainly flaws with needing to gather resources in a game like this but it's still pretty good.
Sephiroth - A big sword, armor, and evil boss attacks make for a likable character. And you gotta love Supernova as an FS.
Pyra/Mythra - I don't care about Xenoblade 2 at all, but this is a pretty good intuitive stance character with enjoyable abilities. Too bad some people don't even bother with Mythra.
Kazuya - Yeah, I dunno. Great trailer, but a lot to learn and I haven't.
Sora - Pretty good right off the bat. Kind of a variety character with magic, air combos, Sonic Blade and a command counter that's better than I expected (apparently even interrupts attacks that are in invincibility?!)
