Like it just happened to be a shitty job where Homer worked because all jobs at that level are shitty, and the setting just happened to have a lot of potential for comedy. The way they depict it is just cartoonishly evil, and instead of it all being on Mr. Burns they make the very idea of nuclear energy look bad, with huge smokestacks and nuclear waste just being dumped into rivers, which really isn't what nuclear energy looks like at all.
